Establishment of University Autonomy: Domestic and European Experience

Abstract

The article mentions the need to modernize domestic higher education in the context of the European experience of university autonomy. The presented material is based on the analysis of the principles of university autonomy in Europe and the results of an online survey among domestic researchers and applicants for higher education on the topic: "Implementing the autonomy of Ukrainian higher education institutions in the context of European experience of university autonomy."

The main points of the formation of university autonomy in Ukraine in comparison with the rules and conditions under which European universities operate are the right to: independently develop educational programs and determine the set of disciplines; award academic degrees and titles; to establish the normative number of applicants for higher education; develop Rules for admission to study; issue a document on higher education; decide on the recognition of foreign diplomas and degrees; to cancel the decision on awarding the degree of higher education; to elect the head of the institution; freely choose the mechanism for assessing the quality of education; to form science or technology parks; determine the academic structure; invite potential employers to scientific councils; regulate wages.

The results of research indicate the need for simultaneous implementation of all types of autonomy: academic, organizational, personnel and financial. Because the concept of university autonomy is ensured through the implementation of higher education institutions' powers to independently make internal management decisions, self-regulate the educational process and attract highly qualified research and teaching staff, conduct research, participate in grants, analyze and publicize their activities, financially -economic activities, interaction with the state, business, other higher education institutions and international organizations.
